DLA Logistics R&D Program Management and Analytical Support

HMR Associates has provided extensive consulting, program integration and project management services to multiple DLA Logistics R&D programs and related efforts, principally focused on the on-going efforts by DLA to plan and execute its Weapon System Sustainment (WSS) R&D program.  

HMR has filled a number of different roles ranging from direct support to the WSS Program Manager to detailed involvement in virtually all of the individual R&D projects executed as part of the program.  HMR also performed independent ad hoc studies and analyses on various topics at the request of the WSS PM.  

Manufacturing and Affordability Analysis Support

HMR personnel provided support in the conduct of analyses and assessments related to the Non Line of Sight-Launch System Scientific and Technology Objective (NLOS-LS STO).  Support was provided to assist the Aviation and Missile Command (AMCOM) Manufacturing Science and Technology (MS&T) Division to assess technical, cost and schedule risks for the NLOS-LS STO. HMR placed primary emphasis on the major components of the Loitering Attack Missile and Precision Attack Missile (LAM/PAM) and the affordability and manufacturing cost drivers related there to, with a product focus on LAM/PAM seeker, warhead, solid booster/turbojet, and propellant subsystems. Work was conducted through participation in multi-company and government integrated product teams as well as via the conduct of independent investigations.

ManTech Strategic Plan Development

HMR provided support to develop a strategic master plan for the Air Force Manufacturing Technology Program (Manufacturing 2015).  The strategic planning process utilized relied on a set of sector assessments to provide much of the basic information from which the strategy emerged.  HMR subject matter experts provided consulting services to two of the six sectors into which the defense industrial base was divided (i.e. the Armament and Directed Energy (A&DE) and Sustainment sectors). As part of the sector level support HMR personnel scheduled and participated in multiple industry and government site visits for the sector team, prepared draft presentations for the government sector team leads, collected and refined meeting data generated by the team members, provided feedback to the personnel from industry sites visited, scheduled and participated in follow-up activities where required and participated in stakeholder workshops to define and prioritize investment options.

In addition HMR personnel played key support roles in the analysis of emerging manufacturing “mega-trend” concepts developed by industry and the government planning teams in areas relating to armament products, sustainment requirements and enterprise processes.  We also aided in the conduct of supporting data gathering and cross cut analyses, in the development of candidate “look ahead” program concepts that would support the trends, and in working with the user community at Eglin AFB and Army and Navy ManTech counterparts to develop roadmaps for intermediate and far term insertion of manufacturing technology improvements likely to emerge from government and industry investments.

The final Manufacturing 2015 strategic plan emerged from foundational “sector reports.” HMR personnel developed the framework used in all reports and wrote two of the six.  They also played an important supporting role in the development of technical and business initiatives and programs that were prioritized, near-term, customer-focused, and had high-payoffs, in the development of strategic investment tracks transitioning into implementation plans and the development and implementation of organizational changes reflecting efficient management and internal processes.
